Company Set-Up
The first step for a foreign investor is to establish a company in Ukraine. Once the company is registered, it can apply for a work permit for the foreign investor and future employees.

Temporary Management 
While the foreign investor is securing the work permit, a temporary manager can be appointed to oversee company operations. This individual, typically a resident of Ukraine, will manage the company until the foreign investor receives the work permit, ensuring that operations continue smoothly during this transition.

Understanding the Need for a Work Permit
Since investment is a financial activity distinct from employment, foreign investors do not require a work permit. This allows them to participate in establishing their businesses without facing immediate bureaucratic hurdles. However, foreign investors must obtain a work permit to hold any employed position in their companies.

Application for Work Permit
When applying, the company must submit the following documents: an application form in the required format, notarized copies of the applicant's passport translated into Ukrainian, a color photograph, and a draft employment contract certified by the employer.

Issuance of Work Permit
The work permit is processed and issued by the State Employment Service of Ukraine. These authorities ensure that all applications comply with Ukrainian labor law.

Processing the Application
Once submitted, the application typically takes about 7 business days to process. During this time, the authorities will review the documents for completeness and compliance.

Validity Period and Fees for Work Permit
The work permit can be granted to foreign investors for varying durations, typically up to two years. The administrative fee depends on the length of the permit. For example, a permit valid for up to two years in 2024 costs approximately €550.

These fees are established by law and are applicable from January 1 of the calendar year in which the employer submits the application. The fee for extending an existing work permit is generally lower than the fee for obtaining a new one.

Registration of Employment Contract
The employer must sign the employment contract within 90 days of the permit's issuance and submit a copy to the State Employment Service within 10 days. Failing to do so may result in the permit being revoked.
